The Haryana government has introduced a Common Eligibility Test (CET) to streamline and standardize the recruitment process for Group C and D posts in state government departments, boards, corporations, and other agencies.

Applicability and Eligibility

The CET applies to direct recruitment for Group C and D posts in all state government departments and agencies, excluding universities established under state acts.

For Group C posts, the minimum qualification is 10+2 or as specified in service rules, while for Group D posts, it is Matric or as per the Group D Act. Candidates must have Hindi or Sanskrit as a subject in Matric or Hindi at a higher level.

Registration Process

Candidates must register on the designated portal (onetimeregn.haryana.gov.in) by providing personal details and uploading necessary documents.

The Parivar Pehchan Number or Aadhaar Number is used to verify various claims made by the applicant. Upon registration, candidates receive a unique Registration Number for all future communications.

Examination Format and Validity

The CET is a computer-based online/offline or OMR-based test conducted in both Hindi and English. The CET score includes marks obtained in the test plus marks for experience and socio-economic criteria (up to 5% of the total score).

The written examination component of the CET score remains valid for three years from the date of result declaration.

The fees for CET vary based on the category of the applicant and their residency status:

Recruitment Process

  1. The Haryana Staff Selection Commission issues advertisements for posts based on requisitions from various departments.
  2. Eligible candidates are called from the CET merit list, with the number of candidates varying based on the number of vacancies:
  • For less than 30 vacancies: 5 times the number of vacancies
  • For 30-50 vacancies: 150 candidates
  • For more than 50 vacancies: 3 times the number of vacancies
  1. Candidates must provide consent electronically to be considered for the posts.
  2. For Group C and semi-skilled Group D posts, the Commission may conduct additional written/skill examinations.
  3. For unskilled Group D posts, selection is based solely on the CET score.
  4. Candidates must secure at least 50% marks in the written examination for unreserved posts and 40% for reserved category posts.

Additional Provisions

Attempts and Score Improvement

  • There is no limit on the number of attempts to appear in the CET.
  • Candidates can improve their CET score in subsequent attempts.
  • The highest total CET score obtained during the last three years prior to the advertisement date will be considered for selection.

Age Relaxation and Reservation

Age relaxation is provided for SC, BC, and other categories as per government rules.

Objections to Answer Keys

  • Candidates can file objections to answer keys through the Commission website.
  • A fee of Rs. 200 per question is required for filing objections.
  • The answer keys are finalized based on the final report of Subject Expert(s), which is binding.

Record Maintenance

  • CET records are preserved for one year in hard copy and five years in digital format.

Legal Jurisdiction

All legal disputes related to the CET are subject to the jurisdiction of Courts at Panchkula, Haryana.
